It should adjudicate conflicts and serve as a non-partisan forum for regular consultation on matters of mutual interest. Such matters would include access to water and other natural resources, social services and livelihoods opportunities. As far as possible, local communities should work out the format and scope of this forum. Local authorities should facilitate such initiatives.
