Responsible for the National Security System Section 4. Principles of Distribution of Competence of Persons or Institutions Responsible for the National Security System The basis for the division of competence of persons or institutions responsible for the national security is the State structure, parliamentary democracy and the principle of division of State authority determined in the Constitution of the Republic of Latvia, as well as the principles in accordance with which the parliamentary and civil control over the National Armed Forces, institutions of the system of the Ministry of the Interior and State security is performed.
