Chairman Waldschutz called the meeting to order at 5:30 p.m.

3. Confirmation of Agenda


Chairman Waldschutz advised that there was one item to be added to the agenda this evening - item 8.2 - Canadian Association of Police Boards 2012 Membership Renewal.
On motion of Commissioner Christie

Seconded by Commissioner Franklin

RESOLVED that the agenda for the Saint John Board of Police Commissioners Public Meeting - January 10, 2012, be approved with the addition of item 8.2 - Canadian Association of Police Boards 2012 Membership Renewal. (O1201-01)
Question being taken the motion was carried.

4. Presentations
4.1 Christmas Card Project – a Family Violence Prevention Initiative
Sgt. Oliver entered the meeting and distributed the Christmas Card that was distributed by the members of the Family Protection Unit in December, 2011. He provided a brief overview of the Unit advising that the Christmas Card project was a new initiative in 2010, and explained that it is a “how can we help you” approach with a focus on families (11 families in 2011) that have required significant resources from the Family Violence Unit. Each family received a personal visit from an Officer of the Unit, and Sgt. Oliver informed everyone that they have received favourable comments from the families. During the discussion he stressed the importance of rapport building and maintaining open communication with the families.
A discussion followed with Sgt. Oliver responding to questions raised. Chairman Waldschutz thanked Sgt. Oliver on behalf of the Board for his presentation.
5. Confirmation of Minutes
5.1 Minutes – November 1, 2011 – Public Meeting
On motion of Commissioner Emerson

Seconded by Commissioner McGuire

RESOLVED that the minutes for the November 1, 2011 Public Meeting of the Saint John Board of Police Commissioners, be approved. (O1201-02)
Question being taken, the motion was carried.
5.2 Minutes – December 6, 2011 – Public Meeting
On motion of Commissioner Emerson

Seconded by Commissioner McGuire

RESOLVED that the minutes for the December 6, 2011 Public Meeting of the Saint John Board of Police Commissioners, be approved. (O1201-03)
Question being taken, the motion was carried.
6. Business Arising from the Previous Minutes
None
7. Consideration of Reports
7.1 Internal Monthly Report
Chief Reid reported that during the month of December there was one complaint, seven complimentary correspondences and four grievances.

On motion of Commissioner Emerson

Seconded by Commissioner Franklin

RESOLVED that the Internal Monthly Report for the period December 1, 2011 – January 4, 2012, be received and filed. (O1201-04)


Question being taken, the motion was carried.
8. Communications
8.1 Ipsos Reid - City of Saint John 2011 Citizen Survey
Chief Reid stated that the survey carried out by Ipsos Reid, between September 30 – October 11, 2011, is an information item for the Board. He pointed out the favourable response from the citizenry with respect to the Police Force.
On motion of Commissioner Christie

Seconded by Commissioner Franklin

RESOLVED that the Ipsos Reid - City of Saint John 2011 Citizen Survey, be received and filed. (O1201-05)
Question being taken, the motion was carried.
8.2 Canadian Association of Police Boards - 2012 Membership Renewal
Chairman Waldschutz advised that an invoice was received yesterday from the Canadian Association of Police Boards for the Board's 2012 membership renewal, and requested the Board's direction on the matter. Mrs. Ferrar advised that the renewal fee is approximately $1,000.
On motion of Commissioner Emerson

Seconded by Commissioner Court

RESOLVED that the Saint John Board of Police Commissioners renew their membership to the Canadian Association of Police Boards for the period January 1 -

December 31, 2012. (O1201-06)


Question being taken, the motion was carried.
