TOPIC:Borders on Regulatory Parking Signs, R7-2a and R8-3a
ORIGIN OF REQUEST: NPA R/W Sign issues - FHWA
DISCUSSION: Problem statement: (FROM NPA)
If jurisdictions have been buying or making their R8-3a signs with black borders since 1988 (It shows a black border in the 1900 MUTCD) then we can’t just change it to a red border without going thru NPA process and establishing a compliance date with the final rule. For the R7-2a, however, it was correctly shown with red border in the 88 and 00 MUTCD’s, and it was shown correctly with red border in the NPA for the 03 Edition. So, for the R7-2a it is an error in the final rule.
Response: In order to provide consistency in signing, the following regulatory signs dealing with prohibition and No Parking that have a combination of black, white, and red as part of the sign legend, border or symbols are evaluated herein. These include:
R3-1 NO RIGHT TURN Black border, black arrow, red circle and slash
R3-2 NO LEFT TURN Black border, black arrow, red circle and slash
R3-4 NO U TURN Black border, black loop arrow, red circle an slash
All the above signs in the MUTCD; not only parking signs, follow the pattern having a black legend, border and symbol or other combination thereof; with the red circle and slash. The two exceptions to that are:
R7-107a NO PARKING BUS STOP sign
Accordingly, these two signs need to be changed to be consistent with other prohibition signs and NO PARKING signs.
Having black legend, symbol or border with a red circle and slash is consistent and provides good conspicuity, driver familiarity and readability. This is also consistent with the MUTCD STANDARD in 2B.40 using red for prohibition, since there is a red circle/slash. Therefore, it is recommended to change sign R7-107a to a black border.
Sign R7-201a should be changed to a red border and red symbol to match the color of the R7-201 TOW-AWAY ZONE sign and other NO PARKING signs such as R7-1, R7-2, R7-7, etc.
Proposal: Change the written text associated with prohibition signs to be consistent with the sign details in the Figures. Change signs R7-107a (Figure 2B-16) and R7-201a (Figure 2B-16) to match other prohibition and NO PARKING signs.

Above response and recommendation of changes to MUTCD are revised and approved by RWSTC at the June 2006 NCUTCD meeting. Recommendation: (Proposed Change to MUTCD Highlighted in yellow) Section 2B.40 Design of Parking, Standing, and Stopping Signs.
Where parking is prohibited at all times or at specific times, the basic design for parking signs shall have a red legend and border on a white background except the No Parking symbol and Restriction Times sign (R7-2a)(see Figure 2B-16), the No Parking symbol and Bus Logo sign (R7-107a) (see Figure 2B-16), and the No Parking symbol sign (R8-3a), (see Figure 2B-17) all of which shall have a black border, legend and/or symbol with a red circle/slash on a white background. Where only limited-time parking or parking in a particular manner are permitted, the signs shall have a green legend and border on a white background (Permissive Parking signs). Option:
To make parking regulations more effective and to improve public relations by giving a definite warning, a sign (see Figure 2B-16) reading TOW-AWAY (R7-201) may be appended to, or incorporated in, any parking prohibition sign. The Tow-Away Zone (R7-201a) symbol sign may be used instead of the R7-201 word message sign. The R7-201a sign may have either a black legend and border on a white background to match the black legend and border on an accompanying R7-2a, R7-107a or R8-3a sign, or a red legend and border on a white background to match any other accompanying parking prohibition sign.
Revise Figure 2B-16 – Change the border to black on Sign # R7-107a. The “P” symbol and bus symbol shall remain black. The arrow, red circle and slash to remain red with white background. Revise Figure 2B-16 – Change sign R7-201a to red legend and symbol on white background.
