Better exploiting the existing European Treaties

    1. Without doubt, the existing European Treaties provide unexploited opportunities which could be employed to improve policies and thus to strengthen the EU internally and externally. Whether exploring deeper policy action or improving implementation, there is a wide scope of policy areas and technical instruments which could be tapped into. This should be the current priority of the European Union and its institutional architecture.

    1. Despite the necessity to review certain elements of the existing institutional framework of the European Union through specific Treaty changes, it must be considered that the conditions for doing so are not met today.
