Wildland Firefighter Apprenticeship positions may be hired for any of the following Northern Region forests: Beaverhead-Deerlodge NF, Bitterroot NF, Clearwater NF, Custer NF, Dakota Prairie Grasslands, Flathead NF, Gallatin NF, Helena NF, Idaho Panhandle NF, Kootenai NF, Lewis & Clark NF, Lolo NF, and the Nez Perce NF. Due to budget uncertainties, specific numbers and locations of positions are not available at this time. Apply to locations that you would accept a job offer.

Must be a United States citizen.
Must have graduated from an accredited high school or received a General Equivalency Diploma (GED).
Males born after 12/31/59 and desiring federal employment must be registered with the Selective Service System. If selected, applicant must sign a statement certifying registration or demonstrate exempt status under the Selective Service Law.

PART 1: Apprenticeship Program information and associated requirements. PROGRAM OVERVIEW: The Wildland Firefighter Apprentice Program is an accredited, educational program designed to enhance and develop future Fire and Aviation Managers. The intent of the Program is to take a career entry firefighter and provide education, training and paid work experience over a maximum of a 48 month period. Upon successful completion of all the requirements of the Apprenticeship Program, the apprentice will reach journey-level status as a wildland firefighter and receive a career-conditional (permanent) appointment to a Forestry Technician (Senior Firefighter) GS-0462-05. ACADEMY REQUIREMENTS: The Apprenticeship Program is conducted in accordance with a planned training schedule and working agreements between the Forest Service, the apprentice, and the Department of Labor.
Individuals are required to complete two four-week residential training academies (Basic and Advanced) located in McClellan, California
Perform 3,000 hours of on-the-job experience that may be gained at different locations within the Northern Region and formal supplemental training courses.
On the first day of the Basic Academy, students must successfully pass the written examination for S-190, Introduction to Wildland Fire Behavior in order to continue in the Program. There is NO retesting for this written examination.
Apprentices must subsequently pass all course material at the Basic and Advanced Academies at required Academy standards.
While at the Academy, students are required to participate in physical training and testing, live at the barracks, and eat meals provided at the facility. Apprentices must maintain their barracks and are required to wear a Forest Service uniform while on duty.
Apprentices will also be required to sign a mobility agreement, permitting placement to any vacant position within the Forest Service upon completion of training program.
CONDITIONS OF HIRE: Failure to satisfactorily meet academic or physical standards, medical requirements, or complete the required training program will result in removal from the Program.
Medical Standards: Apprentices are required to participate in a medical standards program, a medical screening program designed to ensure employees are not put at risk because of existing medical conditions that may be aggravated by the arduous and hazardous nature of firefighting. It consists of a variety of medical exams which are performed at specific time intervals. An initial pre-employment physical examination is required, which will be paid for by the agency. Failure to meet any of the required medical qualifications will be considered disqualification for employment.
Work Capacity Test: The duties of this position require sustained, arduous physical exertion under rigorous and unusual conditions. Persons appointed will be potentially subject to physical hazards and to irregular and protracted hours of work. The health of individuals must be such that they have the capacity to meet demands for performance in the position. Upon employment and annually thereafter, every firefighter must pass a physical fitness test at the arduous level in the form of the Work Capacity Test (WCT). This test requires the firefighter to carry a 45 pound pack over a level 3 mile course in 45 minutes or less. Failure to pass the physical fitness test may lead to termination of employment.
Drug Testing: The Department of Agriculture-Forest Service have established policy and procedures for managing a Drug-Free Federal Workplace and a Workplace Drug and Alcohol Testing Program. Some of the positions will be subject to pre-employment and random drug testing as determined by the position description. Applicants will be notified of required testing prior to job offer. In addition, all employees are subject to reasonable suspicion and post-accident drug testing.
Drivers License: These positions require driving government owned or leased vehicles. Therefore, it is a requirement that applicants possess and maintain a valid state driver’s license during their term of apprenticeship in order to obtain a U.S. Government Driver’s License. Some positions may require a Commercial Driver’s License (CDL) to operate certain vehicles.
Travel: Apprentices will be assigned to one duty location. However, temporary travel will be required to other duty locations to attend the academies and if required, to obtain on-the-job experience. In addition, 11 or more days of travel per month may be required.
Work Schedule: The minimum period expected to work each year will be 13 Pay Periods (26 weeks). The remaining 13 Pay Periods may be in non-pay status, dependent on workload and funding. Firefighters will be subject to recall to duty during non-pay status for purposes of training or to meet workload requirements with mutual consent of the employee and the Agencies, or in accordance with the Permanent Seasonal Agreement (PSE) that will be completed upon hire.
Probationary Period: The time you serve in the Program is creditable toward a probationary period if/when you are converted.
WORK CONDITIONS: The work is performed in a wildland forest environment in steep terrain, where surfaces may be extremely uneven, rocky and covered with thick, tangled vegetation. Temperatures are frequently extreme, both from the weather and fire. Smoke and dust conditions are frequently severe. Hazardous nature of the work requires use of protective clothing (such as boots, hardhats and gloves).
COMPENSATION: The current salary rates are GS-03 at $11.95, GS-04 at $13.41, and GS-5 at $15.00 per hour. The hourly rate may be higher depending on the locality pay adjustment for specific duty location. In addition, firefighters frequently earn substantial overtime and additional premium pay.
BENEFITS: Benefits include coverage under the Federal Employees Retirement System (FERS), Federal Employees Health (FEHB) Program, Federal Employees Group Life Insurance (FEGLI) Program, paid holidays, paid sick leave and vacation leave, incentive programs, flexible work schedules, etc. Relocation expenses will NOT be paid for these positions.
QUALIFICATION REQUIREMENTS: Because this is a formal apprenticeship through the Department of Labor, which meets the requirements to use the Student Career Employment Program (SCEP) authority, applicants do not need to be enrolled in another educational institution to apply. Applicants may meet the qualification requirements based solely on experience, solely on education, or a combination of both. The following table shows the amounts of education and/or experience required to qualify for positions covered by this standard.
Successful completion of 1 year of study that included at least 6 semester hours in a combination of courses such as range management or conservation, agriculture, forestry, wildlife management, engineering, biology, mathematics, or other natural or physical sciences.
Successful completion of 2 years of study that included at least 12 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science (no more than 3 semester hours in mathematics is creditable).
1 year equivalent to at least GS-4
Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-4. No more than 6 semester hours in mathematics is creditable.
General experience is experience that demonstrates the applicant's ability to perform the work of the position or that provided familiarity with the subject matter or processes of the occupation.
Examples of qualifying specialized experience include:
Forestry aid or technician work.
Engineering, range, or soil conservation technician work that involved the application of cultural, resource conservation, or land management practices on nonforest or ranch lands when combined with knowledge of forestry operations and equipment.
Farming or ranching work that involved application of cultural and soil and water conservation practices, including safety and use of equipment, and that provided a basic understanding of land use.
Forest or range fire control, prevention, or suppression work.
FIREFIGHTER RETIREMENT COVERAGE: The Apprentice position and Senior Firefighter position are determined to be primary firefighter positions under 5 U.S.C. 8336 (C) (CSRS) and 5 U.S.C. 8412 (D) (FERS). Persons making their first entry into a firefighter position under these authorities cannot be selected if they have reached age 37. Applicants already in covered secondary positions or persons with previous approved service who apply for a primary firefighter position cannot be considered if their age at reentry into a primary firefighter position is 37 after subtracting, from their current age, their years of covered service in approved positions that meet the requirement for FERS retirement. The burden is on the applicant to prove he/she has previously served in approved positions (letter from the previous agency, ruling from OPM, official position descriptions, etc.) citing primary firefighter coverage. This proofmust be submitted with your application package.
