Policies regarding the use of Nutraloaf vary as much as the recipes.220 For example, New York uses the loaf as punishment for a wide variety of infractions,221 while Florida uses it chiefly for food-related misconduct.222 Michigan was forced to change its policy in 1988 after a federal judge ruled that the old procedures amounted to punishment.223 One Arizona prison made an emergency batch of Nutraloaf for the entire population after a disturbance that included inmates picking the locks of their cells with the sporks provided alongside regular meals.224
