In April 1994, the death of Rwandan President Juvenal Habyarimana in a plane crash sparked a well-planned and systematic 100-day slaughter of nearly one million Tutsi men, women and children at the hands of the majority Hutu tribe. The world watched in horror—but in stunning silence—as the faces of one million Rwandans floated by in rivers and as bodies were piled along roadsides, in schools and in stadiums. Survivors were left to wonder what had happened and why no one was there to help them.
In the years since this travesty, evidence has emerged that shows that policymakers in Europe, the United States and the United Nations were aware of the impending genocide, but made a conscious decision to not intervene. Later, UN Secretary General Kofi Annan said to Rwandan survivors, “We will not deny that, in their greatest hour of need, the world failed the people of Rwanda.”
The tenth anniversary of the Rwandan genocide provides an opportunity to reflect on the universal goal of preventing genocide and to use the lessons learned to work toward a day when it will truly be a nightmare of the past.
