It seems wise to outline briefly the general principles upon which the selection of books to be listed was made. The number of works which passed through my hands during the course of the research was sizeable, largely because the conflict over the tariff stimulated so much fervour, and, consequently, so many hundreds of published items-newspaper and magazine articles, leaflets and pamphlets, and many, mostly rather pedestrian, books. Clearly, I did not examine all these, but I did a great many. It did not seem useful to list these works individually; I have noted below the general categories of periodical, serial, and pamphlet materials investigated, and refer the reader to footnote references for specific items actually quoted.
I have also declined to list any but the most useful of the biographies, general histories, and general discussions of the politics and ideas of the period. There are a number of more specialized books which proved useful for limited purposes, but did not seem sufficiently significant for inclusion, though many of them are cited in footnotes. Certain of the men whose ideas are discussed were very prolific, and little that they wrote had not some pertinence, but I have tried to confine bibliographical listings to only their most relevant writings, and I have employed this principle with the writings of the less prolific as well.
