The Zionist Congress resolves: That a comprehensive program shall be drawn up for the purpose of helping the Jewish child receive a Jewish education.
A foundation shall be established with the cooperation of the Keren Kayemeth LeIsrael, the Israel Government, the Jewish Agency and overseas donors. This foundation will be responsible for funding the comprehensive program to provide Jewish education for millions of Jews in the Diaspora.
Emphasis will be placed on teaching Hebrew Language to children in the Diaspora, both through allocation of funding and through the referral of men and women to National Service in the Diaspora, as well as through the use of voluntary personnel for this purpose.
To establish a “mutual responsibility” network: schools in Israel will build connections with Jewish communities and schools in the Diaspora.
