World Organization of Orthodox Communities and Synagogues in Israel and the Diaspora
Whereas the World Zionist Organization today relies mainly on external sources of budget that are not under its control,
The World Zionist Congress XXXVII resolves:
To charge the newly elected bodies (the Executive and the Zionist General Council) to submit within three months a multi-year program of activity for the World Zionist Organization for the period until the World Zionist Congress XXXVIII, with special attention to the following issues:
Future Budgetary Sources for the World Zionist Organization that are fully implementable and without conditions imposed by the funding entities.
Activity Programs: Realistic activity programs on the basis of realistic budgets, in accordance with a multi-year based on the Vision and Shlichut [Vocation], Goals and Objectives of the Zionist Movement in Our Time.
The Congress determines that in the absence of real guaranteed budgets for the coming years, the World Zionist Organization shall be required to submit alternative programs to the Zionist General Council that are consistent with the required budgets.
