[HN13] The express purpose of the Lead Poisoning Prevention Act, R.I. Gen. Laws § 23-24.6-1 et seq. (1991) is to protect the public health and the public interest by establishing a comprehensive program to reduce exposure to environmental lead and thereby prevent childhood lead poisoning, the most severe environmental health problem in Rhode Island. R.I. Gen. Laws § 23-24.6.3 (1956). Accordingly, the absence of express authorization in the statute does not constitute a separation of powers bar which absolutely precludes the Attorney General from bringing this type of action.
