Business Proposal With Romania
The proposal represents a conservative and flexible approach to the airport needs of Romania.

  • The Government realizes vastly improved airport facilities built to international standards at Cluj-Napoca and Brasov, and initial expansion of Constanta over a reasonable 3 to 4 year timeframe.

  • The Government retains the use of the existing departure taxes for general Government purposes.

  • A new airport improvement charge is implemented and is tied directly to the cost of capital and therefore will lapse when the financial requirements are satisfied.

  • Approximately 20% of the capital costs are raised through equity sources.

  • The projected cash flow allows for various applications of excess revenues including moderating airline rates and charges to maintain the Romania’s competitive positioning.

  • The cash flows also allow for considerable up-side potential for the Government in the form of profit sharing.
