Helsinki Accords – Ford at first attempted to enhance the policy of détente, and in July 1975 met with leaders from 34 other leaders in Helsinki, Finland, to sign several sets of historic accords. One finally ended WWII – accepting Soviet-dictated boundaries, while in return the Soviets guaranteed more liberal exchanges of people and information between East and West. Many Europeans applauded the accords, but US critics charged that détente was really not working – it was a one-way street in which America lost out – détente soon became a taboo in politics.
