National Security Act, 1947 – In 1947 congress passed the National Security Act, creating the Department of Defense, which was meant as a response to the growing international threat posed by the cold war. The department was to be housed in the Pentagon building, and to be headed by a new cabinet officer, the Secretary of Defense. Under this secretary were the civilian secretaries of the navy, army, and air force, who were brought together as the Joint Chiefs of Staff. The act also created the National Security Council (NSC) to advise the president on security matters, and a Central Intelligence Agency (CIA) to coordinate the government’s foreign fact-gathering. The same year, Congress also resurrected the military draft, providing for the conscription of selected young men from 19-25 through the Selective Service System.
