Duration: 5 years


Outputs: The Training specialist will be directly responsible for delivering the following project outputs:

  • Training and skills development programs for ECPB, local community institutions and other key strategic institutions

  • Capacity building programs for local institutions for ECPB, local community institutions and other key strategic institutions

  • Skills development, capacity building and training progress reports

Institutional arrangements: The Training specialist will be appointed by the ECPB on a contractual appointment. The Training specialist will be a full-time staff member of the CASU and report directly to the Project Coordinator. The Community specialist will require office space, office furniture, office equipment, computer facilities and access to a vehicle.
1.4 Financial manager

Functions: The Financial manager will have a direct responsibility for the establishment and maintenance of an efficient and sound financial management system for the project.

The Financial manager will specifically be responsible for the:



  • Development of a financial management system for the project that is aligned with the ECPB financial systems and meets the requirements of the PFMA

  • Maintenance of the accounting books and records

  • Processing of project payments

  • Maintenance of internal audit controls in line with nationally and internationally accepted accounting standards

  • Compilation of monthly financial reports for the project

  • Submission of quarterly financial reports- including summarized quarterly report, planned expenditures and advance requests - to UNDP

  • Contracting and management of service providers providing an independent audit service to the project

  • Ongoing liaison with the Chief Financial Officer of the ECPB

Duration: Part-time (5 years)


Outputs: The Financial manager will be directly responsible for delivering the following project outputs:

Institutional arrangements: The Financial manager will be appointed by the ECPB on a retainer contract to the project. The Financial manager will provide a financial management support role to CASU and report directly to the Project Coordinator. The Financial manager will require access to office space, office furniture, office equipment and computer facilities.
2. Other key consultants
2.1. Protected Area advisor

Functions: The Protected Area advisor will provide an independent strategic, professional, technical and mentoring support service to the CASU in support of project inception, implementation, monitoring and review.

The Protected Area advisor will specifically support the:



  • ECPB in facilitating project inception, facilitating key stakeholder engagement during project inception, establishing office facilities for CASU, equipping CASU, appointing CASU personnel, developing interim administrative, management and financial systems for the project and capacity building in senior ECPB staff.

  • CASU in strategic business planning, key PA land negotiations, development of norms and standards, development of financial mechanisms for PA self-sustainability, stakeholder engagement strategies, innovations in co-management options, monitoring and evaluation, progress reports, adaptive management planning, knowledge management and development of governance arrangements

  • Wild Coast Program Management Unit in strategically integrating the project activities, monitoring mechanisms and governance structures into the larger Wild Coast Program activities and structures

  • UNDP and GEF in providing an independent monitoring, review and audit of the project progress and efficacy of project activities

Duration: Part-time (6 years)


Outputs: The Protected Area advisor will be directly responsible for delivering the following project outputs:

  • Independent technical and professional audit reports of the project activities and progress

Institutional arrangements: The Protected Area advisor will be appointed by the ECPB on a retainer contract to the project. The Protected Area advisor will report directly to the Chief Operation Officer of the ECPB. The Protected Area advisor will require access to a vehicle.
2.2 Conservation Planner

Functions: The Conservation planner will have a direct responsibility for the development of adaptive management planning systems, detailed operational plans and effective enforcement systems, for the PA network.

The Conservation planner will specifically be responsible for the:



  • Provision of specialist inputs into the drafting of the project business plan, project work plans, project progress reports, stakeholder engagement and communication plan, training and capacity building plan and monitoring and implementation system

  • Iterative fine scale planning within the priority areas to continually identify conservation options

  • Review of the status quo of the respective PAs

  • Establishment of the Reserve Management Planning teams

  • Participatory development of the PA strategic, and annual operational, management plans

  • Identification, and development, of options for community enforcement in PAs

  • Contracting and management of service providers assessing key resource use levels and mechanisms to ensure sustainable resource use

  • Participatory development of policy, strategy, operational guidelines and monitoring requirements sustainable use of key natural resources

  • Provision of inputs into the identification of training and capacity building needs of community, local municipal and traditional structures

  • Provision of inputs into the development of operational guidelines, norms, standards and regulations for co-management

  • Annual METT review of all PAs
