1. What will we do to ensure no one branch gets too much power?
Create separation of powers and checks and balances.
2. What must each branch look out for?
That branches own self-interest. We must counteract ambition with ambition. By having each branch look out for itself and having powers over the others, than we will create a balance of powers.
3. The great difficulty in government is “you must first enable the government to control the governed; and in the next place, oblige it to control itself.” We must create a separation of powers with each branch having power to govern but also to check the power given to the other branches.
4. The legislature naturally predominates the other two branches. The way to check that power is to divide the legislature with specific powers for each. Created the House of Representatives and the Senate, each with specific powers to ensure no one group can dominate. We also check it with the VETO of the executive and judicial review of the judicial branch.
